Please could you help me with my disaster management project ?

MANUAL FOR DISASTER MANAGEMENT
1. Choose to be any authority on Disaster Management, such as District Magistrate, Police Inspector or Fire Services officer.
2. Formulate laws or rules to be followed in a disaster for the most vulnerable groups.
3. Prepare a manual for your department’s officials to follow in an emergency. It should include rules to follow for health, safety, relief availability and distribution, law and order etc.

As POLICE INSPECTOR (disaster management).

Deploy home owners association groups to become coordinators during natural disasters. Activate neighborhood watch groups to full volunteer status. Clearly enforce no tolerance for bias and contagious law enforcement among volunteer and coordinator groups. Keep track of volunteers with palm prints or readily identifiable means.

Rules for mass migration

set up check points with information (Believe it or not this info is already available). Explain the rule of law for this emergency, curfews etc. Put up signs requiring no weapons or weapons free zone. The sooner the rule of law is established the sooner it becomes a recovery effort.
